Opt out bill hearing Sept. 22

The legislature will address bills related to energy on Sept. 22. The opt out bill is last:
H2868 An Act relative to utilities, smart meters, and ratepayers’ rights Stephen L. DiNatale
Another being discussed  is also a bill by Harriet Chandler S.1750
Such municipal lighting plant and its employees and contractors shall not be liable in damages to any person injured in his person or property (including without limitation, the owner of the wire, cable, apparatus or pole) arising from or related to the removal, moving or relocation of said pole, wire, cable or other apparatus.
Does this mean if the smart meter burns your house down you can’t sue the electric company?
